TIPO issued a press release to announce that Taiwan and Israel signed two memoranda of understanding, one for the Taiwan-Israel Patent Prosecution Highway (the PPH MOTTAINAI) and the other for Taiwan-Israel Intellectual Property Cooperation, during the 15th Taiwan-Israel Economic and Technological Cooperation Conference held on November 17, 2025, which marked the beginning of Taiwan-Israel collaboration and exchanges in intellectual property.
Israel is Taiwan’s 8th PPH partner, following the U.S., Japan, Spain, South Korea, Poland, Canada, and France. The Taiwan-Israel PPH program has been implemented as of January 2, 2026, which will reduce the duplicate examination on the same invention patent applications and make both offices’ search and examination results effectively used and ultimately help applicants secure patents more efficiently.
Taiwan and Israel also signed the MOU on intellectual property cooperation, under which the two offices will make efforts to cooperate in such areas as information exchange, professional exchanges, and IP awareness promotion. Combining Israel’s cutting-edge technologies relating to military technology, cybersecurity, medical technology and biotechnology, artificial intelligence with Taiwan’s strengths in semiconductors and information and communication, both nations are able to deepen their IP collaboration.
TIPO has been committed to establishing a more business-friendly IP protection regime. The Taiwan-Israel MOUs on PPH and IP cooperation serve as a solid foundation for both sides’ practical collaboration. It is expected that the patent applicants in both nations will be able to secure patent protection more quickly, through which a faster route for securing patent rights and stronger patent portfolio are anticipated. Moreover, the combination of both nations’ technological strengths is expected to forge a new momentum for industrial development. (Released 2025.11.17)
